This is in reference to the recent article on Fox news re: USMC Scout-Snipers and the SS flag.

My name is Kent Gooch.? I was a USMC scout-sniper and Scout-sniper instructor from 1979-1989 as well as a US Army National Guard sniper instructor from 1995-1998.? I have also written articles on the subject for multiple US magazines, co-wrote a book ?The Military and Police? Sniper? and conducted Police and Military competitions and training here in the US and Austria.

I am writing to tell you that the Shutzstaffel ?SS? symbol has a deeper meaning than the USMC is aware of.? The USMC spokesmen at Camp Pendleton have no idea of what they are talking about and the Marines that are using it aren?t probably even aware of the history of the ?SS? usage, particularly with the 1st Marine Division Scout ?Snipers, which is where it started.

This whole thing started with the Neo-Nazis led by Tom and John Metzger of Fallbrook, California in the 80?s.? There were a few Marines at 1st Reconnaissance Battalion who were active with the neo-nazi?s.? One of them was pretty well known as a recruiter.? I heard of this Marine from a friend of mine who was a fellow scout-sniper instructor with me at the USMC Scout-sniper instructor school (SSIS) in Quantico, Virginia from 1982-1986.? My friend was stationed at 1st Recon before coming to the SSIS and mentioned this Marine in passing when talking about weird characters we had met over the years.? Believe me, this ?nazi? Marine wasn?t well looked upon.? (I actually ran into the neo-nazi Marine while stationed at Marine Corps Security Forces, Pacific in 1992 or so.? He had been assigned as a student at MCSF and I was the Officer in Charge of weapons training.? I noticed a Nazi ?Blood and Honor? tattoo on his arm and asked him if he was ever in 1st Recon Bn.? He replied he had been.? I then asked him if he was still a Nazi and he kind of turned pale and replied ?No Sir, I gave it up for Lent?.? I turned him in to the unit commander and he had his security clearance revoked and was assigned to other duties.)

Back to SSIS.? About 1984 a SSgt was assigned to SSIS who had been the head instructor at Camp Pendletons scout-sniper school.? He brought out patches and drawings that were being popularized at the 1st Mar Div school and units.? They included skull and crossbone designs and the ?SS? symbols.? The skull and crossbone design was exactly the same as the one used by the White Aryan Resistance (WAR) crew out of Fallbrook.? These designs caught on with the mentally challenged and less mature element of the scout-sniper community.? Some of the guys event went so far are to getting a version of the ?SS? tattooed on their calves, so as not to attract attention, unless of course they were at physical training wearing shorts? it was all very stupid.? And apparently the mentality of some of the scout-sniper community hasn?t improved much since then.

The ?SS? even made it to the Army National Guard sniper program.? In 1995 some of the Army National Guard snipers developed a challenge coin that had the ?SS? on one side.? A soldier was ?caught? with one, at a bar of all places and an official US Army investigation ensued and a directive went out that the ?SS? symbol was not allowed.? I still have one of the coins.

Having said all of this I am positive that there is no dark ?Marathon Man-ish? conspiracy within the USMC scout-sniper program.? I imagine if the community were interviewed they would almost all show a deep respect for Israel and the IDF.? But there also may be a ?respect? of sorts for the dedication of the ?SS? soldier but most of them probably don?t understand the whole history of the Waffen and the holocaust as most of American society get their history lessons from MTV these? days.

What you DO have is a bunch of boys that can shave, showing their stupidity and ignorance by carrying on this unauthorized and shameful tradition and the Marine Corps spokesmen don?t have a clue to the history of this ?SS? stuff and its connections to the Neo-Nazis in Fallbrook.

I would suggest a look at the book series ?DEATH FROM AFAR? by Rocky Chandler.? You?ll find a ton of evidence in those books.

Apple launches new attack on Samsung phones

Apple has asked a federal court in California to block Samsung Electronics from selling its new Galaxy Nexus smartphones, alleging patent violations.

In a suit filed last week in San Jose, Apple said the Galaxy Nexus infringes on patents underlying features that customers expect from its products. Those include the ability to unlock phones by sliding an image and to search for information by voice.

Samsung representatives did not immediately return requests for comment.

With the new suit, Apple is opening up another legal assault on the Korea-based company after taking Samsung to the same court in April of last year. In the earlier case, Apple alleges that Samsung illegally copied iPhone and iPad design features and the look of its screen icons. That case is still going on, though in December Apple lost a bid for a preliminary bar that would have kept Samsung from selling Galaxy phones and tablets.

Apple acknowledged the setback in the new action and said it is now suing over new products and different patents.

In addition to the California cases, Apple and Samsung are waging more than 20 legal fights in at least 10 countries in their war for global leadership of smartphone and tablet markets.

The new case in U.S. District Court, Northern District of California, is Apple Inc v. Samsung Electronics Co Ltd, et a 12-00630.

Should You Convert Your Car to Natural Gas?

Natural gas has been used in our homes for generations. Americans use it to run water heaters, home furnaces, stoves, clothes dryers, and other appliances. As a fuel it accounts for 24 percent of our total energy consumption nationwide, all but 1 percent in residential applications. And as we reported last fall ("Drilling Down," September 2011), new fracking techniques are tapping domestic reserves that previously were not economically viable. Vast global supplies are projected to last well into the next century even if natural gas replaces gasoline completely. So it should be no surprise that natural gas will remain incredibly cheap. It runs at one-half to one-third the current cost of gasoline on an energy-equivalent measure. In a properly tuned engine, natural gas combustion delivers 20 percent lower carbon emissions and about a 25 percent reduction in greenhouse gases compared with the cleanest gasoline engines, all without damaging existing catalytic converter systems. So right about now you're probably wondering: Why aren't we putting this stuff in our cars?

As it turns out, there are very few technological barriers to overcome. In fact, converting existing vehicles to burn natural gas isn't particularly challenging. Unfortunately, if you tried to do it yourself, you'd more than likely run afoul of the Clean Air Act's rules against modifying fuel systems--a violation that could cost you up to $5000 in fines for every day you drive the converted vehicle. So if you want to green your wheels today, the only way to do it is by hiring a certified compressed-natural-gas (CNG) installer to do the job. To get the skinny on aftermarket CNG systems, I visited NatGasCar in Cleveland. It's a startup shop that augments gasoline cars by installing a parallel natural gas fuel system. They showed me their latest creation, a dual-fuel Dodge Caravan intended for airport taxi service. It starts on gasoline and switches over to natural gas once the engine warms up.

NatGasCar's biggest component is also its most crucial and expensive--the compressed-natural-gas fuel tank situated behind the rear seats in the cargo area. The company uses a Type 4 tank, the most advanced kind. It reduces weight with a plastic composite core wrapped in carbon fiber and is rated for severe impact and puncture resistance.

Between the tank and the engine is the fuel regulator, which reduces the fuel-tank pressure of 3600 psi to a usable 125 psi delivered to the engine. The fuel regulator is heated to prevent freezing from the expansion of the gas. The lower-pressure gas travels to the engine, Chrysler's flex-fuel-capable Pentastar V-6. A flex-fuel engine is important, since it has hardened valves and valve seats, which are necessary for CNG operation. The natural gas is routed through a parallel fuel rail, and a second set of injectors is plugged into a clever adapter designed to accommodate both the gasoline and CNG injectors on the same injection port. Natural gas runs at an ideal air--fuel ratio of about 16.8:1, whereas gasoline runs happily at 14.6:1 for the Pentastar engine. As a result, the programming for the new injectors has to be slightly different. NatGasCar's wiring harness intercepts the signals from the engine-control module and, depending upon which fuel is selected, turns on either the gasoline or the CNG injectors. The signals bound for the gasoline injectors are modified to deliver the appropriate amount of fuel to the natural gas injectors. This way, very little fine tuning is necessary, and the car's engine-control unit does most of the work.

Fueling Woes


So a new fuel tank and a little bit of tinkering with the fuel injectors and I'm ready to go, right? Unfortunately not. Natural gas is delivered across the country to millions of homes. But what would seem to be the ideal distribution network is actually the biggest headache of natural gas vehicles. Home natural gas is delivered at about 0.5 psi, but natural gas in vehicles needs to be pressurized to 3600 psi. So if you want to use CNG in your car, you'll need a compressor. A National Fire Protection Association safety standard bans compressed gas storage in homes, so a stand-alone multistage compressor pump in the garage must be hooked up to the vehicle's fuel tank, filling it directly. This leads to fueling times of up to 22 hours (even longer than equivalent home charging times for electric vehicles). Honda's Civic Natural Gas is paired with a home compressor system called Phill ($4500), the only commercially available product of its kind. NatGasCar is developing a compressor system capable of 8-hour fill-ups; the current target price is $3500. Some states have incentivized the installation of high-speed filling systems at gas stations, where fill times are as brief as 4 to 5 minutes, much like gasoline's. But these systems cost $750,000 per station to install, and low demand means there are only 941 high-pressure CNG filling stations scattered across the country, mostly in New York, California, Utah, and Texas.

Economics


Okay, okay, it's a pain to fuel CNG vehicles, but is it worth it? Nationwide, natural gas ranges from 79 cents to $1.50 for a gasoline gallon equivalent (gge) of fuel. That's considerable savings over petroleum-based products, especially considering that CNG vehicles get the same or better relative fuel economy per Btu because of the higher octane rating of natural gas. Our test drives indicated no hit to performance, and a perfectly acceptable range of about 250 miles. But there are some pretty extraordinary initial setup costs. A properly installed conversion will run anywhere from $6500 for a basic system to $12,000 for a top-of-the-line installation with a high-capacity, composite fuel tank. If you want a home fueling compressor, tack on another $3500 minimum. Even at the low end, you're looking at spending enough on the conversion to buy more than 1800 gallons of gasoline at today's prices.

Those prices will ultimately determine the fate of CNG vehicles. High gasoline prices historically have caused furious investment in cheaper, cleaner fuels, followed by a collapse in demand when gas prices fall. For now, CNG has a high price of entry that makes it viable only for taxi services and other fleet operators, but over time, economies of scale may bring down the costs for the ordinary car buyer. And if gasoline stays above $3 a gallon, that change may come sooner rather than later.

Kids show cultural gender bias

ScienceDaily (Feb. 10, 2012) ? Talk about gender confusion! A recent study by University of Alberta researchers Elena Nicoladis and Cassandra Foursha-Stevenson in the Journal of Cross-Cultural Psychology into whether speaking French influenced how children assigned gender to objects yielded some interesting observations. Nicoladis and Foursha-Stevenson found some differences between the unilingual English children and the bilingual French-English children they surveyed.

Some of the more startling results from the Anglo crowd? Cows are boys. Cats and stars are girls.

Le culture or la culture: our bias

The researchers showed objects or images to the children participating in the study and asked them whether the objects seemed to be masculine or feminine in nature. While the unilingual children seemed to identify most objects as masculine, many younger bilingual children were willing to consider that, globally speaking, some objects could be feminine in nature even though, Nicoladis says, "their categorizations didn't correspond very well to whether the objects were masculine or feminine in French."

As to how Bessie may have inadvertently became Bernie, Nicoladis says that there is an explanation as to why the children may have chosen masculine more often than feminine, even for cows: it reveals a bias embedded in the language.

"Traditionally, in most languages -- and English is no exception -- the kind of default pronoun is a masculine pronoun," Nicoladis says. "If you read prescriptive grammar books, they might say 'everyone put on his coat' not 'everyone put on his or her coat.' The default, even when the gender isn't specified, is masculine."

No need to check under the hood

These gender-bending statements are no cause for panic. The researchers note that the identity issues were actually relatively common among the unilingual and bilingual kids, with French seeming to have only a small influence with pre-school children.

"What we found is that the monolingual children had a huge boy bias for all of the objects we asked them about," says Nicoladis. "Cats are girls, stars are girls." But to the participants, pretty much everything else was masculine, including cows. To the researchers, it said more about culture and language rather than factual knowledge.

Don't know much about biology?

Nicoladis says that the gender identification is not based on biological knowledge in the younger years. She notes that the older children she surveyed seemed able to reason that cows were the female members of the cattle clan, indicating their understanding of the biology of the animals. And, while some may be tempted to chalk it up to "kids saying the darndest things," some adults seemed to get a little mixed up, too.

"We found the same trends with adults who clearly should be able to reason about the biology," says Nicoladis. "But I think when you're just answering the question really fast, it's picking up some other aspect of their understanding of the world." The embedded bias towards the masculine pronoun was, in effect, trumping the obvious fact that cows are female.

Vive la difference!

Nicoladis says that, with older participants, speaking French seemed to give the kids a different perspective on objects, likely due to the use of masculine and feminine determiners in the language. She notes that the older bilingual children were more apt to identify objects in English as feminine corresponding with their feminine counterparts in the French language, such as: cow/la vache. But she says this is more likely an influence of the structure of the language than it is a reflection of their knowledge of biology.

It's quite possible that the gender in French is making a difference, and not that bilingual children's factual knowledge about cows is any better than that of monolingual children, says Nicoladis. "It's just that the association -- how they associate cows -- is a little bit changed when they know something about French."

PRETORIA, South Africa ? The embattled youth leader of South Africa's governing party says he's preparing for life outside the African National Congress if his five-year suspension is upheld.

An ANC disciplinary committee found Julius Malema guilty of serious discipline violations, and he has been given a chance to argue against a possibly career-ending suspension from the party.

But in his first public appearance since an appeals ruling, Malema seemed to acknowledge that his options are limited. He said Friday's address may in fact be a farewell speech.

Malema also said Friday he would only step down as head of the ANC Youth League if the league demanded it, setting the stage for a protracted power struggle.

Egypt will not be swayed by aid threat in NGO case: PM (Reuters)

CAIRO (Reuters) ? Egypt said on Wednesday it would not be swayed by threats to aid when probing NGOs over charges they received foreign cash without official approval, a case that has led Washington to warn that $1.3 billion a year of military aid may be at risk.

A total of 43 foreign and local activists have been banned from leaving Egypt and their cases have been referred to a criminal court. Egypt said top U.S. army officials would visit Cairo soon in an attempt to resolve the impasse.

In Washington, the U.S. State Department said it had received a "formal charging document of foreign-funded pro-democracy groups and non-governmental organizations.

The United States wants Egypt to drop travel bans on at least 19 U.S. citizens involved in the case, but the Egyptian government says it cannot intervene in the probe. It has given no details of who has been charged with what, saying it was still working through the more than 100-page Arabic document.

"Egypt will apply the law ... in the case of NGOs and will not back down because of aid or other reasons," army-appointed Prime Minister Kamal al-Ganzouri told a news conference.

The case has put a deep strain on relations with Washington, which counted Egypt as a close strategic ally under ousted President Hosni Mubarak. Both the U.S. Congress and the White House have said the investigation could threaten the aid budget.

An Egyptian army official told Reuters U.S. army general Martin Dempsey, chairman of the Joint Chiefs of Staff, would meet Mohamed Hussein Tantawi, head of the ruling military council, on Saturday to discuss military ties and the criminal charges against the U.S. NGO workers. U.S. Central Command Gen. James Mattis will meet Tantawi on Monday.

The Pentagon has had the strongest relationship of any U.S. agency with Egypt's military and the visit could help resolve the impasse, another Egyptian official said, adding that the White House has had difficulty dealing with the military on political issues.

"The tension is partly between Congress and the Pentagon, who seem to have differing perspectives on the current impasse and varying levels of access to Egypt's military leadership," the official said.

Two Egyptian officials told Reuters on Tuesday that the government would back down because allowing the row to drag on could jeopardize aid from Washington that dates back to 1979, when Egypt became the first Arab state to make peace with Israel.

The row adds to tensions over the uncertain transition to democracy under an army council that took charge after Mubarak was driven from office on February 11 by a popular uprising. Egypt is still reeling from political turmoil and violence.

REFUGE IN EMBASSY

Some of the U.S. citizens, belonging to the U.S.-funded National Democratic Institute (NDI) and International Republican Institute (IRI), which have loose links to the top U.S. political parties, sought refuge in the American embassy.

Judge Sameh Abu Zaid, one of two judges leading the probe, told a news conference on Wednesday that the raids on NGO offices at the end of last month, which first drew U.S. criticism, were conducted in line with Egyptian criminal law.

He said a travel ban was imposed when some called for questioning left the country. Lawyers produced travel documents as proof of absence. "In such situations, the judges place a travel ban to be able to continue the investigation," Abu Zaid said.

"There is a lot of evidence, some of it dangerous. We have about 160 pages of evidence ... ," the judge said, ranging from "witness accounts to reports by experts and specialized committees, and confessions by some of the accused individuals."

The investigation showed that the NGOs' activities were "purely political with no relation to civil society work," he said, adding that there were 67 different charges.

Abu Zaid said one foreign NGO had sought help from a local operation to launch an online page to list the number and locations of churches, and to identify the location of army units in Ismailia and Suez, cities east of Cairo. He said this indicated political activities outside the mandate of NGOs.

U.S. ambassador Anne Patterson sent a letter to the judges on January 23 asking the authorities to lift the travel ban imposed on 21 American citizens, saying they had been "very cooperative" with the investigators, Abu Zaid said.

U.S. nonprofit workers have also violated Egyptian foreign residency law because they had been working in Egypt on tourist visas, based on orders from abroad not to obtain work permits or visas but to keep renewing their tourist visas annually, Abu Zaid said.

The NGOs have also violated Egyptian tax laws by not declaring any income or paying taxes on the salaries and bonuses paid to their nonprofit workers, he said.

Abu Zaid said that the NGOs had conducted surveys and polls whose results had not been published in Egypt but had instead been sent to their headquarters in the United States.

Why bad immunity genes survive

ScienceDaily (Feb. 8, 2012) ? Biologists have found new evidence of why mice, people and other vertebrate animals carry thousands of varieties of genes to make immune-system proteins named MHCs--even though some of those genes make vertebrate animals susceptible to infections and to autoimmune diseases.

"Major histocompatibility complex" (MHC) proteins are found on the surfaces of most cells in vertebrate animals. They distinguish proteins like themselves from foreign proteins, and trigger an immune response against these foreign invaders.

MHCs recognize invading germs, reject or accept transplanted organs and play a role in helping vertebrates smell compatible mates.

"Results of this study explain why there are so many versions of the MHC genes, and why the ones that cause susceptibility to diseases are being maintained and not eliminated," says biologist Wayne Potts of the University of Utah.

"They are involved in a never-ending 'arms race' that causes them, at any point in time, to be good against some infections but bad against other infections and autoimmune diseases."

By allowing a disease virus to evolve rapidly in mice, Potts, Jason Kubinak and other University of Utah scientists produced new experimental evidence for the arms race between genes and germs--known technically as "antagonistic co-evolution."

The findings are published online this week in the journal Proceedings of the National Academy of Sciences (PNAS).

In addition to Potts and Kubinak, the paper's lead author, the paper's co-authors are James Ruff, Cornelius Whitney Hyzer, and Patricia Slev, all of the University of Utah.

The research was funded by the National Science Foundation (NSF) and the National Institute of Allergy and Infectious Diseases.

"The genetic diversity of the MHC complex is critical for vertebrates, including humans, to mount a defense against novel pathogens," says George Gilchrist, acting deputy director of NSF's Division of Environmental Biology, which funded the research.

"This study demonstrates that trade-offs between MHC genotypes and the severity of pathogen effects are key factors maintaining that diversity," says Gilchrist. "The work has important implications for agricultural practice and conservation genetics, as well as human health."

Most genes in humans and other vertebrates have only one or two "alleles," varieties or variants of a single gene.

Although any given person carries no more than 12 varieties of the six human MHC genes, the human population has anywhere from hundreds to 2,300 varieties of each of the six human genes that produce MHC proteins.

"The mystery is why there are so many different versions of the same [MHC] genes in the human population," Kubinak says, especially because many people carry MHCs that make them susceptible to pathogens (including the AIDS virus, malaria and hepatitis B and C) and autoimmune diseases (type I diabetes, rheumatoid arthritis, lupus, multiple sclerosis, irritable bowel disease and ankylosing spondylitis).

Scientists have proposed three theories for why so many MHC gene variants exist in vertebrate animal populations (invertebrates don't have MHCs), and say all three likely are involved in maintaining the tremendous diversity of MHCs:

Theory one

An organism with more MHC varieties has a better immune response than organisms with fewer varieties, so over time, organisms with more MHCs are more likely to survive. However, this theory cannot explain the full extent of MHC diversity.

Theory two

Previous research indicates that people and other animals are attracted to the smell of potential mates with MHCs that are "foreign" rather than "self." Parents with different MHC variants produce children with more MHCs and thus stronger immune systems.

Antagonistic co-evolution between an organism and its pathogens: "we have an organism and the microbes that infect it," Kubinak says. "Microbes evolve to better exploit the organism, and the organism evolves better defenses to fight off the infection." One theory to explain this great diversity in MHC genes is that those competing interests over time favor retaining more diversity.

"You naturally keep genes that fight disease," says Kubinak. "They help you survive, so those MHC genes become more common in the population over time because the people who carry them live to have offspring."

Theory three

Pathogens--disease-causing viruses, bacteria or parasites--infect animals, which defend themselves with MHCs that recognize the invader and trigger an immune response to destroy the invading pathogen.

But over time, some pathogens mutate and evolve to become less recognizable by the MHCs and thus evade an immune response.

As a result, the pathogens thrive.

MHCs that lose the battle to germs become less common because they now predispose people who carry them to become ill. It was thought that such disease-susceptibility MHC genes eventually should vanish from the population, but they usually don't.

Why? While some of those MHCs do go extinct, others can persist, for two reasons.

First, some of the now-rare MHCs gain an advantage because they no longer are targeted by evolving microbes, so they regain an ability to detect and fight the same germ that earlier defeated them--after that germ mutates yet again.

Secondly, some of the rare MHCs can mount an effective immune response against completely different microbes.

The researchers studied 60 mice that were genetically identical, except that the mice were divided into three groups, each with a different variety of MHC genes known as b, d and k, respectively.

A mouse leukemia virus named the Friend virus was grown in tissue culture and used to infect two mice from each of the three MHC types.

The fast-evolving virus grew in the mice for 12 days, attacking, enlarging and replicating within the spleen and liver. Virus particles in the spleen were collected, and the severity of illness was measured by weighing the enlarged spleen.

Then, virus taken from each of the first three pairs of mice (b, d and k) was used to infect another three pairs of mice with the same MHC types.

The process was repeated until 10 pairs of mice in each MHC type were infected, allowing the virus time to mutate.

In this first experiment, the biologists showed that they could get the Friend virus to adapt to and thus evade the MHC variants (b, d or k) in the mouse cells it attacked.

Next, the researchers showed that the virus adapted only to specific MHC proteins. For example, viruses that adapted to and sickened mice with the MHC type b protein still were attacked effectively in mice that had the type d and k MHCs.

In the third experiment, the researchers showed that pathogen fitness (measured by the number of virus particles in the spleen) correlated with pathogen virulence (as measured by spleen enlargement and thus weight). So the virus that evaded the MHC type b made mice with that MHC sicker.

"The experiments demonstrate the first step in the antagonistic co-evolutionary dance between a virus and MHC genes," Potts says.

The findings have important implications, say the scientists.

The use of antibiotics to boost productivity in dairy herds and other livestock is a major reason human diseases increasingly resist antibiotics. Selective breeding for more milk and beef has reduced genetic diversity in livestock, including their MHCs. So breeding more MHCs back into herds could enhance their resistance to disease and thus reduce the need for antibiotics.

Because their populations are diminished, endangered species have less genetic diversity, making them an easier target for germs. Potts says it would be desirable to breed protective MHCs back into endangered species to bolster their disease defenses.

Genetic variation of MHCs in people and other organisms is important for limiting the evolution and spread of emerging infectious diseases. In effect, the researchers created emerging diseases by making a virus evolve in mice. "It's a model to identify what things change in viruses to make them more virulent," says Potts, "and thus emerging diseases."

Attacks in Syria's Homs resume after Russian peace foray (Reuters)

AMMAN (Reuters) ? Armored forces loyal to President Bashar al-Assad thrust deeper into the central city of Homs on Wednesday, firing rockets and mortar rounds to subdue opposition districts, activists said, a day after Russia said Assad wants peace.

Tanks entered the Inshaat neighborhood and moved closer to Bab Amro district, which has been the target of the heaviest barrages by loyalist troops that have killed at least 100 civilians in the last two days, activists said.

"Tanks are now at Qubab mosque and soldiers have entered Hikmeh hospital in Inshaat. They also moved closer to Bab Amro and shelling is being heard on Karm al-Zeitoun and al-Bayada," activist Mohammad al-Hassan said by satellite phone from Homs.

"Communications have been cut in many parts of Homs and it is difficult to put together an overall picture. But tanks are in main thoroughfares in the city and appear poised to push deep into residential areas," he added.

The attacks on Homs continued despite Russia winning a promise from Assad to bring an end to bloodshed, while Western and Arab states acted to further isolate Assad following the onslaught on the city, one of the bloodiest of the 11-month uprising.

The official state news agency said "armed terrorist groups" attacked police roadblocks in Homs and fired mortar bombs at the city, with three falling on the Homs oil refinery, one of two in the country. It gave no details of any damage.

Russian Foreign Minister Sergei Lavrov, representing a rare ally on a trip to the Syrian capital, said on Tuesday that both countries wanted to revive a monitoring effort by the Arab League, whose plan to resolve Syria's crisis was vetoed by Moscow and Beijing in the U.N. Security Council.

Lavrov - whose government wields unique leverage as a major arms supplier with longstanding political ties to Damascus, and maintains a naval facility on its coast - told Assad that peace was in Russia's interests.

But there was no indication from Lavrov's comments that the issue of Assad eventually giving up power - a central element of the Arab proposal that failed in the U.N. - had been raised.

Assad said he would cooperate with any plan that stabilized Syria, but made clear that only included an earlier Arab League proposal that called for dialogue, release of prisoners and withdrawing the army from protest centers.

Walid al-Bunni, a senior member of the opposition Syrian National Council, said Lavrov had brought no new initiative and "so-called reforms" promised by Assad were not enough.

"The crimes that have been committed have left no room for Bashar al-Assad to remain ruler of Syria," he told Reuters.

Russia's mediation also failed to slow a rush by countries that had denounced the Russian-Chinese veto to corner Syria diplomatically and cripple Assad with sanctions in hopes of toppling him.

VIOLENCE ELSEWHERE

Tank bombardment also was reported on Zabadani, a town of 20,000 people 30 kms (19 miles) northwest of Damascus. The town is nestled in the foothills of mountains separating Syria from Lebanon, where armed resistance to Assad's rule has been among the fiercest in the country of 21 million.

Two people were killed in the bombardment on Tuesday, bringing the total killed in Zabadani in the past two days to at least 10, activists said. State media said "four specialist force were killed in the Zabadani Plain in Damascus countryside... and the clash resulted in the killing of a number of terrorists.""

An estimated 150 tanks and thousands of troops launched an offensive on Zabadani last week following a withdrawal by Assad's forces last month as a result of a truce reached by Assad's brother-in-law and town notables.

Opposition leaders say the bloodshed means it is too late for Assad to offer compromises and it is time to dismantle the 50-year-old police state dominated by members of his Alawite sect that keeps him in power.

"It is impossible for Assad to govern after bombarding his own cities and towns. He is escalating the use of his military might either to sink Syria into chaos or to improve his negotiating position," opposition leader-in-exile Kamal al-Labwani told Reuters.

"Militarily he cannot win. The bombardment has killed mainly civilians. The fighters in Homs and other cities have been slipping away but they will be back. Assad's forces can enter Bab Amro or Zabadani, but they cannot stay there long before receiving painful hits," he added.

Labwani said Moscow will either mediate a transitional military council to replace Assad, similar to the way President Hosni Mubarak gave up power in Egypt, or help Assad set up a coastal enclave for his minority Alawite sect, an offshoot of Shi'ite Islam in the majority Sunni Muslim country.

The offensive on Homs and Zabadni followed attacks to regain suburbs of Damascus last week that had fallen under opposition control after months of mass demonstrations against Assad's rule and repeated military incursions that failed to put them down.

"We're under occupation. The army has been looting shops and houses and stealing even mattresses. They have cut electricity and telephones for 10 days now, Water and fuel are scarce. Anyone who ventures in the street after 6 p.m. risks being shot on the spot," said Amer Faqih, an activist in the Damascus suburb of Harasta.

Despite the crackdown, activists reported demonstrations against Assad's rule throughout the country, including the southern province of Sweida, home to a large proportion of Syria's minority Druze population, another offshoot of Islam that has stayed largely neutral in the uprising.

The Gulf Cooperation Council (GCC) said its members were recalling their ambassadors from Damascus and expelling Syrian envoys from their own capitals, in response to surging violence.

European Union states followed up their denunciation of the U.N. veto by preparing a new round of sanctions on Syria, EU diplomats said on Tuesday, with the focus on central bank assets and trade in precious metals, gold and diamonds.

Turkish Prime Minister Tayyip Erdogan, an ex-ally who has turned against Assad, described the U.N. vetoes as "a fiasco for the civilized world" and said Ankara was preparing a new initiative with those who oppose the Syrian government.
