Canadian Robbed In Mexico: Two Police Officers Fired Over $22 Heist

ACAPULCO, Mexico - There are media reports in Mexico that two police officers accused of robbing a Canadian tourist in Acapulco have been fired.

The Mexican newspaper Universal quotes police director Miguel ?ngel Hern?ndez Albarr?n as saying the tourist filed a complaint that he was robbed on Wednesday.

The amount of money involved was 300 pesos, which works out to about 22 Canadian dollars.

Hern?ndez Albarran says the money was returned and the tourist has returned home -- it's not know where in Canada the person was from.

Universal also is reporting that six other public officials are under investigation for possible extortion.

Hern?ndez Albarr?n told the newspaper says members of the public are being urged to contact authorities if they are aware of any wrongdoing or have been victimized.

He says Mayor Manuel A?orve Ba?os has indicated he will not tolerate this kind of behaviour from any public official.

Why am I not surprised that RIM's sales are tanking? Uninspiring handsets, an O/S that is having problems with bricking handsets and the new and improved O/S and related handsets won't be available until probably 4Q2012 at the earliest all conspire to give consumers a reason to shop elsewhere.

Out of curiosity, why wouldn't you have thought RIM would fall so fast?

They have consistently been approximately 12 to 18 months behind both Apple and Android handsets in release cycle. There have been problems with each version of the O/S going back to v. 5.0 (they are now on v. 7). The handset specifications are obsolete before the handset even starts to ship. And, and, and. Even the U.S. govt. got fed up with the obsolescence and has been testing/certifying alternatives to RIM handsets.

No issues with your post, but I have been predicting RIM's sales declines since mid 2010 when I moved to the Droid X.

To me it's rather slower I was expecting 10% already and there are tons of reasons why its dropping

-RIM waisted lots of precious time
- little efforts trying to gather devs and pump the store
- waist of valuable time
- concentrating resources on useless Android port apps
- no outstanding features that makes people want to switch
- believe the enterprise will remain loyal
- waisted time
- too many DOA products

Did I mentioned all the time waisted? I mean seriously their only hope could be BBX or whatever that's gonna get named and will arrive when everyone has their game geared up an extra lvl or two

I think Droid, gallitoking was more going along the lines. That RIM so big and had once a long time ago had a strong OS compared to the compitition at the time. It's kind of hard to believe that they would have fallen to fast as they did. But I do agree with you droid that as soon as I got my first android (mytouch) all those years ago I knew that Black berry was going down. Up against Apple and Android. It really didnt have a chance. But it has drop so fast. Mainly cause they didnt really change anything big for like 3 years or even 4 years. And always slow to release new devices that came compatable with the newest 3g or 4g services that came out. Same problem with Palm no innovation really. And I'm sorry. Apple is on the same track edging to their nearly 6th year of being relased and still very little big signs of innovation. I hope Android doesnt do the same thing. ICS is a very nice update to the phone OS. And I hear the Apple 5 will be different. So I'm excited fr 2012. Hope to see some great innovation and hopefully not so many court cases.

Yeah, RIM does seem to be repeating the Palm experience. Nothing like arrogance to drive a company into the ground. It will be interesting to see how Android and iOS fare in 2012. I suspect they will both continue to push each other along, which at the end of the day is good for consumers of both brands. ICS is supposedly taking some cues from WP7/7.5, I wonder what iOS 5 looks like? ICS (laughing)?

Apple is a software company at heart, so the innovations will be software based, i.e. Siri in beta, using software to manage the dual antennae, using software for image stabilization for the camera/camcorder, etc. iOS 5.0 is the first software where the OS is updated based on deltas ... the list goes on. Again, as the hardware improves, it allows Apple to do more with its software.

Here are some more Apple innovations: (a) a two-year-old smartphone (3GS) that continues to outsell the leading or cutting edge android devices, (b) Apple to maintain its margins in a very competitive market for so many years, which is basically unheard off, (c) being awarded patents, which is a sore points for the android camp, etc.

It takes great software to make great handsets and the recent Samsung fiasco of how it couldn't update 10 million phones due to bad software only reinforces Apple's strengths of integrating software and hardware.

Judging Apple's products based on hardware and spec's is the main reason why android OEMs failed to duplicate the success of the 3GS.

Stop comparing 3 phones (3GS, 4, 4S) with dozens (android). It makes no sense. They are different platforms with different appealing features to various individuals, and although they are in direct competition, it's not an apples to apples comparison.

The most recent software innovations you speak of (including Siri beta) are not 'innovations'. They are modified or altered from other existing ideas / programs operating systems. Nothing is truly unique. The one thing they really are masters at is producing a really smooth and clean product, but the devices experience problems just like any other phone. Try writing an OS and updates for 25 phones with differing hardware and a fast release cycle.. it's tough. On top of that, different phone manufacturers have their own skins, even more of a programming nightmare, but it offers a unique experience that isn't shared by other products. Apple has a lot more time to develop software since they release products ~1 a year.

Oh ya, they are being awarded patents because they have really good lawyers who patent things that shouldn't be accepted as patents by the USPTO... not their fault, obviously, but just because they are filing a patent doesn't mean they created the system or technology (face unlock anyone..?!?!).

Actually, it's one phone (i.e. the 3GS) compared to the "leading edge" or "cutting edge" android phones like I wrote originally. I can't make this point any clearer (or any more lucid) in regards to the never-ending and always-used argument that spec's help drive sales. Thanks.

Then we have a difference of opinion. I believe bring Siri in beta form to the mass consumer market that totals in the tens of millions users is "innovation" and you are more than welcome to disagree.

Google created this problem by itself. Look at MicroSoft, they have minimum hardware spec's and Google failed to heed MicroSoft's wisdom.

That is the OWN manufacturer's choicing, thus causing the great fragmentation and user experience of android. Samsung has no problem selling 10 million units of one phone, but will not fix it's software so its 10 million users cannot obtain ICS. They created their own nightmare.

That is not correct. As you know, there is a patent examiner assigned to the patent application so there is some standard Apple must pass. Also, people tend to think there is only one face unlock invention -- I beg to differ as I understand patents can't be too broad.

as much as i'm fully on team android, i do have to agree that Ardent1 makes many good points and made them pretty objectivly..no one here can say that any iphone has been laggy or fc's. this is because of software.

and i'm sure there are MANY details and technicalidies that the general public doesn't know about that allows apple to patent things like face unlock or a touch integrated screen..

everyone knows pattents aren't based on who created the technology lol :p

Samsung originally said they wouldn't update two lines of devices with hardware that's a year and a half old. The hardware isn't bad, the software isn't bad, the hardware is just OLD. Now Samsung is possibly releasing a neutered version of ICS for those devices to placate customers who probably wouldn't have given a s**t about having new software on a year and a half old phone before it was mentioned that they might get it by overspeculative news writers.

In other words, Samsung may take the Apple route: release a neutered update to hardware that's not even optimized for it.

Ardent, have you had the opportunity to handle a brand new 3GS preloaded with iOS 5? I have. It lags and stutters worse than my Droid X did on its worst day with Froyo.

The 3GS outsells other Android devices even now because it's a FREE IPHONE. Before that it was a 50 dollar iPhone. Before that it was a 100 dollar iPhone.

It's all about brand recognition. The iPhone is considered the premium product by those who don't know any better. I compare it to the brand recognition of Mercedes or BMW versus Cadillac. The car magazines and news teams and everyone else will compare the Caddy to the Mercedes or BMW, not the other way around. Even if the Caddy totally kills the other brand, it's still considered inferior by the snobs.

Another apt comparison is between the name and store brands of cereal. The store brands are usually pretty damn good, and often cheaper, but everyone wants the god damn brand name. They want that Apple logo on the back of their phone.

I want Google to do some serious marketing for the Nexus devices. They need to go all out and make it a true Android top brand. If Verizon continues where they left off and offers the next Nexus device, I will become a loyal Nexus brand buyer. I really love my Galaxy Nexus and I think they are going in the right direction. They just need to market it and hype it up, then maybe it will be the antidote to the apple fever.

The screen is gorgeous, the device fits very nicely in your hand despite it's large size. ICS is really really nice, couple of bugs to work out but it works very nice. I have no urges to root, put a custom rom, overclock, or even use a launcher. I LOVE ICS, it feels complete and looks great.

Yes the speaker volume is pretty weak, if you want to watch youtube videos or listen to music, you might just wanna put in your headphones. Maybe it's just my hearing but the RAZR was way louder. Battery life is what you should come to expect. I have had no issues with signal/data connection or have I had any dropped calls.

I would get it in a heart beat if you have the chance to.

That is patently NOT true. There are lots of FREE android devices, many with better specs, and these devices cannot match the 3GS sales.

I said this before and I will say it again, the reason(s) why the 3GS sells well must also HOLD TRUE for any android device.

So the question right back to Sniggly et al is why doesn't free android devices (even those with brand recognition) sell as well as the 3GS?

While your average droid has a killing robot commercial your iPhone has Santa using siri while your droid is and Android phone the 3GS is an iPhone how much does the actual consumer know it care? The iPhone is main stream just like the BB and BBPin where. I asked ppl why would they Use bb pin when they have the MSN and FB chat all the time anyways they couldn't pull an actual answer they simply use it because "yes" so why iPhone sells more?

- is more popular: when people hear "this is an iPhone"tuey know what it is . But what's a Nexus? What's a Galaxy? Is that the same as that crappy low end LG my cousin gave his GF?

- is better promoted: have you seen that awesome TV commercial promoting voice actions on various Android phones? Have you ever saw a comercial showing off latitude? Or other Android functions? People don't buy more Android because they don't know more Android. From how to operate it to its features.

Also companies have different live cycles for their products while 3GS is started to get discontinued the S1 is already out of commission not because they can't sell it but because it has a shorter life circle so it's not that Samsung or other are trying to replicate apples numbers but because its being the way the sell phones even before apple jumped the boat.

Sadrists call for new elections in Iraq

(AP) ? The political party loyal to radical Shiite cleric Muqtada al-Sadr called Monday for the dissolution of Iraq's parliament and new elections in another move that could escalate the country's growing sectarian crisis.

The anti-American Sadrist bloc is a partner in the Shiite-dominated government of Prime Minister Nouri al-Maliki. Bahaa al-Aaraji, the head of the Sadrists' bloc in parliament, said the elections are needed because of instability in the country and problems that threaten Iraq's sovereignty.

"The political partners cannot find solutions for the problems that threaten to divide Iraq," he said.

Iraq plunged into a new sectarian crisis last week, just days after the last American troops withdrew at the end of a nearly nine-year war.

The new political crisis has been accompanied by a new wave of attacks on the Iraqi capital by suspected Sunni insurgents linked to al-Qaida. A suicide bomber set off a car bomb Monday at a checkpoint leading to the Interior Ministry, killing seven people and injuring 32, officials said. Police and hospital officials said the bomber struck during morning rush hour, hitting one of many security barriers set up around the ministry's building.

Al-Maliki is in a political showdown with the country's top Sunni political figure, Vice President Tariq al-Hashemi, after the government issued an arrest warrant for al-Hashemi on allegations his bodyguards ran hit squads targeting government officials.

The prime minister threatened to form a government without al-Hashemi's Sunni-backed political party, Iraqiya, which is boycotting parliament and mulling whether to pull out of the ruling coalition.

Iraq was dominated by the minority Sunnis under Saddam Hussein until the U.S.-led war that began in 2003 ousted him. Majority Shiites have dominated the government ever since, though Americans pushed hard for the inclusion of Sunnis with a meaningful role in the current governing coalition.

Bitter sectarian rivalries played out in 2006-2007 in violence that took Iraq to the brink of civil war and the latest tensions have raised fears of a resurgence of Shiite-Sunni violence.

The political crisis taps into resentments that are still raw despite years of efforts to overcome them. The Sunnis fear the Shiite majority is squeezing them out of their already limited political role. Shiites suspect Sunnis of links to militants and of plotting to topple the Shiite leadership.

The Sadrists have played an important role in maintaining Shiite domination over government ? their support last year catapulted al-Maliki back to the prime minister's office for a second term.

For the proposal to dissolve parliament to gain traction, it would take the consent of at least 1/3 of parliament, the president and the prime minister or a simple majority of lawmakers. Al-Maliki, who only secured his position after nearly nine months of political wrangling after the last elections, would likely be loathe to go through the process again and risk an unfavorable outcome.

Al-Aaraji said the proposal first needs approval of the larger coalition between the Sadrists and al-Maliki's alliance, the two most powerful Shiite parties.

A Shiite lawmaker loyal to al-Maliki, Kamal al-Saiedi, said the proposal should be studied.

"Forming the current government was not an easy issue, therefore going back in the direction of new elections would be more difficult," he said.

A Sunni lawmaker with Iraqiya, the Sunni-backed bloc of the wanted vice president, said new elections would not bring security and stability. He pointed to the prolonged negotiations that were needed to agree on the government in place now, and said a new election would only bring the same people to office.

"We need to sit around the same negotiating table and that is the only path to salvation from this current crisis," said Kamil al-Dulaimi.

Also Monday, a roadside bomb hit a passing army patrol in the Abu Ghraib area west of Baghdad, killing two soldiers and injuring two, a police officer and a doctor said.

Al-Maliki's adviser for National Reconciliation Amer al-Khuzaie, said leaders of Asaib Ahl al-Haq, one of the top Shiite militant groups, had decided to lay down their weapons and join the political system.

Asaib Ahl al-Haq, or Band of the People of Righteousness, was a splinter group from the Mahdi Army, also headed by al-Sadr. They, along with the Mahdi Army, were two of three Shiite militant groups active in Iraq that were dedicated to fighting the U.S. military presence.

Al-Khuzaie said the group had signed an agreement in recent days renouncing violence. He said they would change their name and join the political process. He said he had been negotiating for months with the group, who said they would join the political process after the U.S. military left Iraq. All American troops departed on Dec. 18.

Officials from the group were not available to confirm the decision.

U.S. officials have warned that these Shiite militant groups could turn against the Iraqi government after the American military has gone. A key test to whether Asaib Ahl al-Haq, an Iranian-funded group, is committed to becoming a peaceful part of the political process is whether they actually turn in their weapons, especially the more powerful and sophisticated weapons they're believed to get from Iran.

France to pay for breast implant removal over cancer fear

Paris (CNN) -- The French government will pay for tens of thousands of women to have silicone breast implants removed over concerns about a possible link to a rare form of cancer, the Ministry of Health said Wednesday.

French health authorities are due to make a recommendation Friday about whether women with implants by a company called Poly Implant Prosthese (PIP) must have them removed.

The ministry says about 30,000 French women have PIP implants, which are not currently approved for use in the United States.

According to a news release from the British Association of Aesthetic Plastic Surgeons, PIP is now defunct. It says the company "used non-medical grade silicone believed by the manufacturers to be made for mattresses."

The French government agency that evaluates the safety of medical products says 523 women have had them removed since a defect was discovered last year.

More than 1,000 implants have ruptured since then, the agency says.

British authorities are advising caution over the implants but are not going as far as the French.

The UK's Medicines and Healthcare products Regulatory Agency said Tuesday it was "aware of the recent report in France of the death of a woman implanted with breast implants from anaplastic large cell lymphoma," which it called "a rare form of cancer which affects cells from the immune system."

It said it would "monitor for any associations of all types of breast implants, including PIP, with cancers and any other health implications."

But it did not advise women with PIP implants to have them taken out, saying more generally that "women with any type of breast implant... who have questions about their breasts or think that their implants may have ruptured, should seek clinical advice from their implanting surgeon."

A committee made up of representatives of several French health agencies was set up December 14 to discuss PIP implants.

Women will only be reimbursed for new implants if they were originally for reconstructive surgery, the Health Ministry said.

The U.S. Food and Drug Administration decided in March 2000 not to approve saline PIP implants in the United States. The company never submitted a marketing application for its silicone implants in the United States, the agency says.

BANGKOK (AP) ? Defenses shielding the center of Thailand's capital from the nation's worst floods in nearly 60 years mostly held at critical peak tides Saturday, as the waters began to recede after killing almost 400 people. But the threat to central Bangkok was not over, the prime minister said, and the city's northern districts remained submerged along with much of the countryside.

Prime Minister Yingluck Shinawatra urged citizens to let the crisis run its course as the floodwaters slowly drain to the sea, with Bangkok lying in their path. The floods that have besieged central Thailand for weeks submerged entire towns across the country's heartland and shuttered hundreds of factories over the last two months.

"We have the good news that the situation in the central region has improved as runoff water gradually decreased," she said. "I thank people and urge them to be more patient in case this weekend is significant because of the high tide."

Bangkok residents watched the city's dikes and sandbag barriers warily as the high tide pushing up the Chao Phraya River from the Gulf of Thailand peaked Saturday morning. It had been described as the greatest test of the capital's flood defenses since the northern deluge first approached Bangkok more than three weeks ago.

While some water doused streets and shops along the river, the tides fell short of forecast highs and there was no major breach. Higher than usual tides will continue through Monday, but are predicted to be lower than Saturday's.

City official Adisak Kantee said the city's concrete barriers "are efficiently protecting Bangkok from deluge," though he said smaller, private dikes might yet fail.

"The situation is so far under control," he said.

Yingluck said in her weekly radio address the government was trying to speed the drainage rate and water in the greater Bangkok area should recede within days.

While downtown Bangkok were bone-dry and bustling, areas along the city's outskirts saw flooding spread. Seven of Bangkok's 50 districts ? all in the northern and western outskirts ? are heavily inundated. Eight other districts have seen less serious flooding.

In the city's west, not far from the flooded district of Bang Phlat, workers filled sandbags and stacked them in pickup trucks for delivery to the front lines, while vendors did booming trade in life vests, plastic boats, styrofoam and anything else that floated. With many roads in the area submerged, traffic was heavy both heading in and out of the city.

Thousands of Bangkok residents used a special five-day holiday to leave town, wary at confusing warnings about the flood threat and others concerned about sparse supplies in stores due to weeks of panic buying and flood-related distribution problems.

Bangkok Gov. Sukhumbhand Paribatra highlighted another threat: sanitation. He ordered boats to collect uncollected garbage in a flooded district where most places were inaccessible by truck.

On Saturday, the Flood Relief Operations Center moved from its base at Don Muang airport after a power transformer malfunctioned. The airport, mainly used for domestic flights, closed Tuesday because of flooding on the runways and surrounding streets.

While many in Bangkok will be breathing somewhat easier now that the highest of tides has passed, there was no complacency in the Sam Sen area, where a floodwall burst Saturday morning under the pressure from the surging water. Residents and soldiers stood shoulder to shoulder in the churning torrents trying to plug the gap and get the flow under control.

At the nearby Boonchuay boxing camp, a handful of Muay Thai fighters went through their afternoon workout, sparring in a ring surrounded by the overflow of the Chao Phraya river. The camp's well-worn heavy bags dangled inches above the murky floodwaters, while the weight machines sat submerged up to their seats, rendering them unusable.

Don Krasaein, a junior lightweight fighter from the northeastern province of Nakorn Ratchasima, is one of 10-20 boxers who for the past month have had to cut out exercises that can't be done in the ring but come for three-hour workouts every morning and afternoon.

Don, 31, said the flooding was a distraction, but he wouldn't allow it to affect his fighting, despite the water swelling and peeling the skin on his feet. But he admitted to some worry.

"I'm scared the water is going to rise even more," he said.

Looking for a job? North Dakota needs you

Those hurt hard by the ailing economy are flocking to Williston, N.D., where an oil boom has?turned a sleepy prairie town into a place producing thousands of jobs.

"There's opportunity here and that's what we all need is opportunity," said Williston Mayor Ward Koeser.?"It's kind of been an oasis for the country.? You know, there's a lot of jobs here, good paying jobs in the oil industry."

Williston is situated on the Bakken formation, an oil field that some say will produce the biggest boom in North America since the 1960s. Koeser said that his town currently has 2,000 to 3000 jobs and they haven't been able to fill the openings fast enough.

"A lot of jobs get filled every day, but it's like for every job you fill, another job and a half opens up," Koeser said.

A job on an oil rig can pay as much as six figures.? The starting salary for truck drivers is around $80,000. While the nation's unemployment rate is 9.1 percent, Williston's unemployment rate is less than 1 percent.?

Locals say job seekers from all 50 states are heading to the North Dakota town, becoming modern-day pioneers. The town's population has nearly doubled from 12,600 people to 23,000 people.

Patrick Parker hitchhiked from Yuba City, Calif., to Williston. When NBC News spoke to him, he had just $12 in his pocket. Parker, a paving stone layer by trade, has been out of work for two years.?


"One of my goals is to make my daughters proud of me," said an emotional Parker.? "I want to make them proud because I worked a good job for 10 years and then for it to go away it's just, it just gets to me a little bit."

Parker is one of a dozen people NBC News saw setting up camp or living in their cars in the?parking lot of the local Wal-Mart.? Williston's housing construction hasn't caught up with its rapid growth.

Parker said the town feels "like the old gold rush town."

Oil was discovered in the this part of North Dakota 60 years ago, but it was only recently that oil producers have found a way to get at it more effectively.? After drilling about two miles down, they drill horizontally for another two miles through the bed of rock where the oil is trapped.? Using a technique called fracking - water, sand and chemicals are shot into the rock formation from that horizontal pipe to create cracks and fractures. From those openings, comes the oil.? Those in the oil industry say the tight rock that traps the oil, also prevents it from escaping into the water table during the fracking process.

North Dakota is currently the fourth largest producer of oil in the United States, but that is projected to change soon.? A spokesperson for North Dakota?s Mineral Resources Department said that oil production in the state is expected to surpass Alaska and California by 2015 which means North Dakota?will be the second largest oil producer in the country soon.

Along with the bounty from the oil boom, come some stresses and strains. A sewage system that's running at full tilt, truck traffic congestion, an influx in 911 calls-those are just a few of the headaches that keep Mayor Koeser up at night.

There is such a large influx of people that thousands are staying in 'man camps'- shipping containers converted into housing units for the workers new to town.? When more teachers were hired to deal with the rising number of students, an apartment building had to be built to house the new teachers, Koeser said.

"When we have as many people come here everyday looking for work, where are they going to live," Koeser asked.? "How are we going to get water to them and sewer to them and a road to them and power to them and all those sorts of issues.?? Yeah, it's putting a tremendous amount of pressure on the infrastructure."

Of all the stresses, the biggest strain on the community is truck traffic, the mayor said.

"That's really stressing us, the traffic, a lot of accidents," said Koeser.? "In a small community, you're used to getting from one side of town to the other in just a few minutes, that's no longer the case."

The number of accidents in September were double the amount the same time a year ago, the Williston Herald reported.

The surplus of people living in the town coupled with the traffic accidents has led to a drastic rise in calls to 911. Koeser said that the police receive at least 10,000 more calls a year than in pre oil boom times.

"Now keep in mind, you've got, you know, probably 9,000 men living in man camps around the city, not in the city limits, but living around the city and what do they do at night when they're done with work?? They come to town and find a bar and want to have a good time, and sometimes get in trouble," Koeser said.

But that means more jobs: the town is adding six new policeman and three dispatchers this year, the mayor said.

Even with the headaches, Koeser said he and Williston's other residents are lucky that the town has become an oasis for job seekers.

"I've lived here most all of my life and I love it. And although we're really being challenged right now, with those challenges come some great opportunities," he said.

(AP) ? Venezuelan President Hugo Chavez said Wednesday that he won't recognize Libya's new government and predicted more war in the country.

The Venezuelan leader condemned the killing of Libyan strongman Moammar Gadhafi, whom he had considered a friend. He defended Gadhafi throughout the conflict and strongly criticized NATO's military involvement in the country.

"For us, there is no government in Libya," Chavez told reporters at the presidential palace.

"We don't recognize the government that NATO has installed. It's installed a government through bombs in Libya and through a genocide ... and an assassination," Chavez said.

"Independently of who the president was, whether you or others didn't like him ... he was the president of Libya," Chavez said.

He said the conflict has left behind a shattered country, and he predicted that it isn't over.

"Libya isn't under anyone's control. A war will start there now," Chavez said. "Well, it already started, imposed by NATO and the United Nations Security Council."

"They destroyed that country, and now there's chaos there, violence everywhere," he added.

The Venezuelan president demanded peace negotiations during the conflict in Libya and denounced the rebels as "terrorists." Gadhafi at one point sent Chavez a letter thanking him for his support.

Chavez said after Gadhafi's death that he would be remembered as a martyr.

Carsharing Service RelayRides Raises Another $3 Million, Led By GM Ventures

relayrideslogoRelayRides, a car-sharing service that lets you rent (or rent out) cars a few hours at a time, has raised an additional $3 million in funding, adding on to the company's Series A round that now totals $13M. More important than the money is who took part in the round: it was led by General Motors Ventures, with participation from the company's existing investors. The funding is connected to a recent deal that?RelayRides forged with GM, which will allow RelayRides users to tap into the OnStar system that has come equipped on all GM cars since 2005 (that's around 15 million cars). After connecting their OnStar accounts to RelayRides, renters will be able to remotely unlock the cars they've signed up for using their mobile phones, without having to deal with swapping physical keys.

Turkey quake death toll rises to 523 (AP)

ERCIS, Turkey ? Rain and snow on Thursday compounded difficulties for thousands rendered homeless in the powerful earthquake that hit eastern Turkey, and the government said the death toll has gone up to 523.

The prime minister's center for crisis and emergency management said 1,650 people were injured and 185 were rescued from the rubble.

Turkish authorities delivered more tents after acknowledging initial problems in the distribution of aid for survivors of the 7.2-magnitude quake that shattered at least 2,200 buildings on Sunday.

Foreign assistance also began arriving after Turkey said it would accept help to house survivors through the winter. Israel, which has a troubled political relationship with Turkey, sent emergency housing units, blankets and clothing. Germany also dispatched supplies, including tent heating units. Russia and Ukraine also contributed.

Some media reports had said rescuers pulled out a 19-year-old alive from the rubble on Thursday, but Mustafa Ozden, the head of the team that brought out the young man, told The Associated Press that he was rescued on Tuesday, not Thursday.

Rain gave way to intermittent snow, deepening the hardship of thousands of people either rendered homeless in the powerful earthquake or too afraid to return indoors amid aftershocks that continued to rattle the area.

In the worst-hit city of Ercis, families who managed to obtain tents shared them with others. Some people spent a fourth night outdoors huddled under blankets in front of campfires, either waiting for news of the missing or keeping watch over damaged homes.

Sermin Yildiz, who was eight months pregnant, was with her twins and husband. They shared a tent with a family of four who were distant relatives. Her apartment in a three-story building was not damaged but the family was reluctant to return.

"It's getting colder, my kids are coughing. I don't know how long we will have to stay here," Yildiz said. "We were not able to get a tent. We are waiting to get our own."

Turkey's weather agency predicted intermittent snowfall for the next three days.

More than a dozen television stations organized a joint aid telethon, amassing just under 62 million Turkish Lira ($37 million) in aid for the region.

Searchers sifting through piles of debris recovered more bodies. They included two dead teenage sisters and their parents who were holding hands, and a mother clutching her baby boy, according to media reports.

Two teachers and a university student were rescued from ruined buildings on Wednesday, but there were no signs of survivors elsewhere and excavators were clearing debris from some collapsed buildings.

China says to launch unmanned space-docking craft

BEIJING (Reuters) - China said on Wednesday it will launch within weeks its first spacecraft capable of docking with a module it put into orbit last month, in what will mark a crucial test of its growing space program.

The unmanned Shenzhou-8 spacecraft, carried by the Long March-2F rocket, will blast off in early November, state media reported, and will later try to dock with the Tiantong-1, or "Heavenly Palace-1" space laboratory module China launched in September.

Officials with China's space program have said the docking tests will provide experience for the building of a permanent manned space station around 2020.

It is also the latest in a long string of Chinese space launches that have burnished national pride, as budget restraints and shifting priorities have held back U.S. manned space launches.

The official Xinhua news agency did not give a specific date for the launch, but said the craft was being transported to the remote Jiuquan Satellite Launch Center in the Gobi Desert.

Beijing is still far from catching up with space superpowers. Russia, the United States and other countries jointly operate the International Space Station, a group to which China does not belong.

The United States will not test a new rocket to take people into space until 2017. Russia has said manned missions are no longer a priority for its space program, which has struggled with delays and glitches.

China launched its second moon orbiter last year after it became only the third country to send its astronauts walking in space outside their orbiting craft in 2008.

It plans an unmanned moon landing and deployment of a moon rover in 2012, and the retrieval of lunar soil and stone samples around 2017. Scientists have talked about the possibility of sending a man to the moon after 2020.

China is also jostling with neighbors Japan and India for a bigger presence in space, but its plans have faced international wariness. Beijing says its aims are peaceful, and that the involvement of its military is natural given the magnitude of the undertaking.
